Why Philippines is a 3rd World Country

I live here. I’m going to live here for quite a while. But sometimes the ass-backwards-ness of this country just drives me nuts. Folks here just don’t get the concept of preventative maintenance. Last weekend I was on a road trip and stopped at a gas station / truck stop to take a leak. What I saw is the epitome of how stupid things can be here.

Fix it? Why? Thee's still 1 working!
The bathroom (or CR) as they’re called here originally started off with 4 Urinals. They never could get the seal to work on the plumbing for the first one (very common problem here). Solution? Take it out. Then the next two get clogged because they’re too cheap to buy the little plastic mat things to keep cigarette butts out. Solution? Put CARDBOARD in them with “out of order” written on it. And that of course leaves us with just one working urinal.
Typical mentality here: why do we need to fix anything? We still have one working! GRRRRR! Um, because when that last one dies NO one will be able to use anything for the 2 months it takes to get anything fixed here! Idiots!
